Project managers are vital stakeholders in the
requirements process. Senior managers also are affected by requirements
issues for the projects their organizations undertake. The three
chapters in Part II provide some perspectives on requirements that will be of particular interest to managers at various levels.



Chapter 3, "The Business Value of Better Requirements,"
addresses the question of what return on investment managers can expect
if their organizations get serious about improving the way they
approach requirements. Chapters 4 and 5, "How Long Do Requirements Take?" and "Estimating Based on Requirements," deal with the ever-thorny issue of estimation. Chapter 4
discusses some of the factors that indicate whether a project team
should expect to spend more or less time than average developing its
requirements. Chapter 5
presents three approaches to estimating the size of the project's
requirements collection. Requirement size estimates then feed into
estimates of the effort needed to implement the corresponding
functionality. But remember, these aren't predictions—they're estimates.
